Whole council up for election.

Notes:—(i) Two divisions had their names changed in April 2009. Godmanchester division was renamed Godmanchester and Huntingdon East, and St Neots Eaton Socon division was renamed St Neots Eaton Socon and Eynesbury; (ii) the election in Ramsey division was postponed due to the death of a candidate.
